中国政府枉顾联合国机构及国际社会逾40年的呼吁，以及其自身对于建立一个更加公开的刑事司法体系的承诺，继续隐瞒国内的死刑适用情况。精心打造且蓄意为之的保密制度隐瞒每年被判处及执行死刑的人数，这一做法违背了中国政府在国际法之下承担的义务，而据国际特赦组织估计，中国每年判处并执行的死刑数以千计。
