整體來看，自2000年以來，台灣政府的政策雖然為「逐步廢除死刑」，但仍然執行死刑，並且認為逐步廢除死刑不需要以暫停執行死刑來作為配套。同時也並未提出逐步廢除死刑的步驟和時程表。 世界上許多國家都以「暫停執行死刑」作為廢除死刑之前的一個過渡階段，台灣也應該朝向這個方向前進。
