Azerbaijan signs European Protocol for abolition in all circumstances, but still need to ratify it

On 8 March 2023, Azerbaijan signed Protocol No. 13 to the Convention for the Protection of Human Rights and Fundamental Freedoms.

On February, President of Azerbaijan Ilham Aliyev has signed a Decree granting authority to sign Protocol No. 13 to mark the 25th anniversary of the abolition of the death penalty in the country.

Protocol No. 13 to the ECHR entered into force on 1 July 2003 and has been ratified 44 of the 46 Member States of the Council of Europe. Armenia and Azerbaijan have both signed it but have not ratified it yet, although they are both party to the Second Optional Protocol to the ICCPR.

The World Coalition Against the Death Penalty call on Armenia and Azerbaijan to ratify Protocol 13 to the ECHR without delay.
