Call for tenders – Design and Layout
The world coalition against the death penalty based in Paris, France, is launching a call for tenders for design and layout.
1. BACKGROUND
The World Coalition Against the Death Penalty is an alliance of more than 190 NGOs, bar associations, local authorities, and trade unions. The aim of the World Coalition is to strengthen the international dimension of the fight against the death penalty. Its ultimate goal is the universal abolition of the death penalty. The World Coalition works to achieve this goal by urging international organizations and States, by organizing international campaigns, including the World Day Against the Death Penalty, and by supporting national and regional abolitionist forces.
2. PURPOSE
The World Coalition requires contracts for graphic design and layout services for any publications that may be required, in addition to materials that may be required with these features. In addition, the World Coalition reserves the right to solicit any products and/or quantities different from those listed, in response to need, and in some cases a specific design will be required. All communication products generated must respect the image of the World Coalition.
3. RECRUITING COMMITTEE
According to the internal procedure of the World Coalition, the recruiting body will be, depending on the size of the contract and in accordance with Article 3 Internal Financial Control, the Steering Committee.
4. DESCRIPTION OF THE SERVICES REQUIRED
The World Coalition is looking for a company/independent service provider with experience at the international and national level, developing communication materials for international and civil society organizations. The selected company/independent service provider must be able to:
- Provide innovative designs that can transmit clear messages
- Support the World Coalition’s visual identity
- Producing high quality work at a good value for money
- Meeting the World Coalition’s communication and visibility needs
- Efficiently produce the required products and deliver them in a timely manner to the World Coalition Secretariat in Montreuil, France.
This document provides an overview of the different types of products that the World Coalition wishes to produce. Product specifications (type, size, color, etc.) will vary according to changing needs and the demand expressed in the implementation of the World Coalition’s activities by its partners.
The services required are described in ONE LOT which is attached as an annex to this document.

5. DURATION OF CONTRAT
The service will be provided for a period of one year from the date of signature of the contract, renewable three times. This extension will be automatic, if no notice is given at least fifteen days before the end.
The World Coalition reserves the right to terminate the contract at any time if it is not satisfied with the service provided.
6. DELIVERY AND BILLING
Delivery of products will be primarily to the World Coalition’s headquarters in Montreuil, but delivery may also be required to other locations. The company to which the contract is awarded undertakes to respect the delivery date agreed for each order, assuming responsibility in the event of any delay.
Invoicing will be made to the name of: World Coalition Against the Death Penalty SIRET: 51987869800025 for work/service performed, per month due.
The amount will vary depending on the services or supplies requested throughout the contract, the World Coalition’s prior approval and the submission of an invoice by the selected tenderer, specifying the actions carried out throughout the month and the type of service provided (printing, design or distribution of items).
Payment will be made by bank transfer within a period not exceeding thirty days from the presentation of the invoice.
7. SUBCONTRACTING
In the event that activities covered by this contract should be subcontracted by the awarded tenderer, the awarded tenderer shall be liable to the World Coalition for the actions of the subcontracted individual or legal entity in all areas, including quality of service, delivery time, completion, obligations related to data and information processing, and compliance by the subcontracted company with its social and tax obligations.
8. EVALUATION CRITERIA
The evaluation of the proposals submitted will be based on the economic and technical offer according to the following criteria:
Quality of service: 20 points
Economic proposal: 40 points
Technical proposal: 40 points
For the weighting, the highest score will be given, for each of the criteria, to the best offer in this area. The other tenderers will be given a proportional score in accordance with that offer.
9. OWNERSHIP OF THE WORK
Work done under any of the headings will be the property of the World Coalition.
The selected contractor may not use for itself or provide to third parties any of the work contracted for, or publish, in whole or in part, the contents of the work without the written permission of the Coalition. In all cases, the selected tenderer will be liable for any damages that may result from failure to comply with this obligation.

ANNEX
The following is a description of the services and products that may be required throughout the duration of the contract, in an estimated, predictable, and indicative manner. The list below does not imply any commitment either in terms of products or quantities. Under no circumstances does the volume of copies to be delivered imply a firm commitment related to this invitation to tender.
The World Coalition invites eligible suppliers to express their interest in providing the services described below.
Interested suppliers must submit demonstrable information showing that they possess the required qualifications and relevant experience for the performance of these services.

LOT 1: Consulting / Creation / Graphic Design Services
The object is to award a contract for consulting, creation and graphic design services for the World Coalition Against the Death Penalty. This could include the design of the World Coalition Against the Death Penalty’s publications worth an estimated €30,000 over 48 months.
The selected provider must have the following minimum qualifications:
- Be duly approved in their country, with a minimum of three years of experience in graphic design;
- Have experience and good relations with the associative sector;
- Employ competent and experienced designers;
- The designer should be able to work in both English and French, and they should be able to provide the Global Coalition with their files so that they can be translated and distributed in other languages (The World Coalition works in seven languages: English / French / Arabic / Spanish / Russian / Farsi / Chinese);
- The ability to handle layout and graphic design in the languages listed above.
Services required include:
- Visual identity design (logo, graphic charter);
- Brochure layout and design;
- Poster creation;
- Social media image creation (banners, posts, covers).
- Business cards and folders
A quotation must be included with the following information:
- Price of the service for one day (8 hours);
- Price for a complete visual identity (logo + graphic charter) of a campaign;
- Price for layout of one A5 brochure (8 pages) in 2 languages (French and English);
- Price for creation of one A1 poster (7 languages: French, English, Traditional and Simplified Chinese, Farsi, Arab, Spanish, Russian);
- Price per social media visual (post, banner, cover) in 2 formats;
- The price of the service for a brochure (A5 – 8 pages) in one of the following languages: Arabic, Russian, Persian or Chinese.
- Possible discounts.
Technical offer:
- 3 examples of visual identities (logos + graphic charters) created for other institutions;
- 3 examples of brochures or publications laid out for other institutions;
- 3 examples of posters created for other institutions;
- 3 examples of social media visuals created for other institutions.
