Presentation of the World Coalition Against the Death Penalty

Comprising over 170 NGOs, bar associations, local authorities and trade unions, the World Coalition Against the Death Penalty was founded in Rome on May 13, 2002.

The World Coalition aims to strengthen the international dimension of the fight against the death penalty. Its ultimate goal is universal abolition of the death penalty. To this end, it encourages the definitive abolition of death sentences and executions wherever the death penalty is in force. In some countries, it is seeking a reduction in the use of capital punishment as a first step towards abolition.

Mission

The founding mission of the World Coalition Against the Death Penalty, as stated in its statutes, is to bring together private and public, international, national, local and regional organizations sharing the goal of universal abolition of the death penalty.

Objectives

The aim of the World Coalition is to strengthen international action against the death penalty. Its main objective is to achieve universal abolition of the death penalty.

Key principles

The World Coalition brings a World dimension to the work of its members in the field, sometimes in isolation. It complements their initiatives, while respecting the independence of each.

Vision

The ambition and vision of the World Coalition is that of a World reference network, recognized as reliable and credible, to coordinate, support and amplify the work of its member organizations towards the universal abolition of the death penalty.

Two main directions

Two main directions emerged following a member consultation and were unanimously adopted by the World Coalition’s General Assembly in June 2017:
– support member organizations; and
– coordinate international advocacy.

By encouraging the exchange of experience and networking among its members, it makes it possible, in particular, to propose joint international or regional strategies in favor of abolition of the death penalty, to support abolitionists throughout the world, and to provide them with information, awareness-raising and mobilization tools.

Objectives of the tender

The World Coalition Against the Death Penalty has launched a call for tenders to support the creation of online training modules.

The aim is to award a contract to support the scripting, mediatization and production of training modules for the online training platform of the World Coalition Against the Death Penalty for a maximum value of €30,000 over 24 months (early 2025 – late 2026).

Support is provided for the following training modules:
3 modules on how to abolish the death penalty by recognizing the intersectional discrimination faced by women and LGBTQ+ people exposed to the death penalty (2 modules of around 45 minutes and 1 module of up to 2h30)
1 module on how to implement a gender, diversity, equity and inclusion policy (approx. 45-minute module)
1 module on how to work with parliamentarians to abolish the death penalty (approx. 45-minute module)

Coordination and methodology

Coordination

The work will be carried out under the supervision of the Director of the World Coalition Against the Death Penalty. The Gender Working Group of the World Coalition Against the Death Penalty will be involved in modules relating to gender and the death penalty.

Methodology

The service provider team will be required to prepare, present and defend the methodology it deems appropriate for achieving the objectives. It will have to adapt its methodology to the objectives of the present consultation. To this end, the following advice is offered:

1st phase: Initial or pre-organization phase
Once a provider has been selected, an initial meeting will be held with key stakeholders (World Coalition team, Provider, Web Editor, etc.). The objectives of this phase are to:
Project contextualization: Identify the specifics of existing training guides, learner needs, and desired pedagogical objectives for online training.
Definition of expected deliverables (e-learning modules, user manuals, digital teaching aids, etc.).
Clarification of project stages: Specify the roles and responsibilities of stakeholders and the general timetable. A structured report will be shared for validation, including the proposed initial methodological elements.

Phase 2: Validation of the methodological approach
The methodology submitted by the consultancy team will be reviewed by key stakeholders, including :
Technical and pedagogical validation: Verification that the methodology matches the pedagogical objectives, that it is technically feasible for online deployment, and that it complies with training standards.
Collective feedback: Integration of recommendations from the project manager, management and, if necessary, a thematic working group (e.g. inclusion, gender). A revised and validated version of the methodology will be finalized at the end of this phase.

Phase 3: Design/implementation and initial deliverables
Analysis and adaptation of training guides: in-depth analysis of existing guides to define a coherent pedagogical structure for their transformation into interactive digital modules.
Development of prototype modules: Creation of a first version of the e-learning modules, including a standard structure (introduction, interactive content, videos, quizzes, etc.).
Intermediate validation: Sharing a prototype or a first partial version of the modules to gather feedback before finalizing the entire content.

4th phase: Sharing and validating final results
Presentation of completed modules: Delivery of completed online training courses in a first language.
Validation session: Organization of a workshop or meeting to present deliverables and receive final comments from stakeholders.
Testing of training by the World Coalition (secretariat and members)

Deliverables

The expected service includes :
The creation of pedagogical structures from training manuals/educational sheets to transform them into online training modules
Detailed script for each training module (including pedagogical framework, introductory, mid-course and validation quizzes, memo sheet, exercises)
Media coverage of the content of the 4 training modules (animations, illustrated and interactive videos, interactive and/or sound elements, more or less detailed depending on the length of the modules, with a minimum of 5 per module).
English and French modules delivered in a format compatible with LearnDash.

Implementation schedule

February 2025 to September 2025: Modules 1 (short module) and 2 (long module) gender and death penalty training and parliamentary training module (short module).
September 2025 to March 2026: Module 3 (short module) gender and death penalty training and gender, diversity, equity and inclusion policy module

Budget

Financial proposals for this evaluation must be below a maximum ceiling of EUR 30,000.

Profile

The service provider must have the following minimum qualifications:
Ability to work in both French and English. Ability to work in Arabic, Russian, Persian or Chinese is a plus.
At least 3 years’ proven experience in the creation and development of online training courses, including the transformation of existing educational content (guides, manuals, etc.) into interactive modules.
LearnDash.
Experience in developing training courses on similar themes (e.g. skills development, gender equality, inclusion, or other project-related topics).
Ideally, experience with international organizations, NGOs, or donor-funded projects.
Demonstrated experience of working collaboratively with multiple stakeholders and on complex projects.

Application timetable

Deadline set for January 20, 2024, then 10 days to examine bids and select a provider before February 1er 2024.

Price of service for one day (8 hours)
The price for the 45-minute scriptwriting and mediatization accompaniment.
The price for the 2.5-hour scriptwriting and mediatization package
