FFPA Grants Manager – Full-time permanent position

Comprising over 180 NGOs, bar associations, local authorities and trade unions, the World Coalition Against the Death Penalty aims to strengthen the international dimension of the fight against the death penalty. Its aim is the universal abolition of the death penalty. To this end, it encourages the definitive abolition of death sentences and executions wherever the death penalty is in force. In some countries, it seeks a reduction in the number of capital crimes as a first step towards abolition.

The World Coalition strives to achieve these goals through the following means:

  • by supporting the work of its member organizations and abolitionist actors at local, national and regional levels;
  • by coordinating international advocacy for the abolition of the death penalty worldwide.

As part of a framework partnership agreement with the European Union signed in April 2024, the World Coalition is looking for a Grants Manager to ensure the financial, accounting and administrative follow-up of the agreement (FFPA) with the Director, the FFPA Program Manager and the Executive Office.

1/ Financial and accounting management of the FFPA grant

In collaboration with the Director and the Administrative and Financial Manager :

  • Follow-up of banking operations for the payment of subsidies to the consortium ;
  • Accounting follow-up of the grant, based on the consortium’s quarterly reports;
  • Preparation and management of the annual external financial audit with the auditor;
  • Grant cash flow management and monitoring ;
  • Verification of the consumption of subsidies received for program management purposes ;
  • Guarantee of deadlines and procedures imposed by the donor.

2/ Administrative management of the FFPA grant

In collaboration with the Director and the FFPA Program Manager :

  • Grants dashboard management ;
  • Development of new management tools (database, monitoring and analysis tools, etc.), optimization of management processes (speed, reliability);
  • Presentation of financial follow-up at each monthly Consortium meeting ;
  • Preparation of financial reports (interim/final) and other financial documents (agreement, contract, amendment, etc.) for donors and/or consortium partners;
  • Participation in drafting project documents and technical reports for the budget section (data and justifications);
  • Participation in the selection and financial analysis of small grants (or third-party financing);
  • Follow-up and reminders to partner structures (affiliates, members and third parties) to send financial reports, supporting documents or deliverables;
  • Receipt and analysis of financial reports and supporting documents/monitoring of use of funds under partnership agreements;
  • Monitoring the application and review of internal procedures ;
  • Participate in team, Consortium and World Coalition meetings, taking minutes when necessary.

3/ Logistical and technical support

  • Organization and participation in field monitoring missions, as required;
  • Remote and face-to-face training and support for members and financial partners (field missions);
  • Management of the logistics of international missions in collaboration with the director (preparation of forms and their payment, reservations, management of perdiems, etc.);
  • Help in organizing and participating in all meetings with the director;
  • Support for general coordination of the Consortium (Consortium Board, Executive Committee and Independent Advisory Panel) and the World Coalition.

4/ Support for fundraising to co-finance the FFPA grant and for the renewal of the FFPA grant

  • Co-elaboration of grant budgets requested from donors for the part of the grant not covered by the EU, in collaboration with the team and the treasurer;
  • Preparation of budgets for the renewal of the FFPA grant application, in collaboration with the team and the treasurer;
  • Support for consortium members, affiliates and third parties to raise funds for their share of the grant not covered by the EU;
  • Prospecting missions and meetings with potential donors, in collaboration with the director;
  • Support in defining the Consortium’s financial strategy.

Profile:

  • Education: Business school/Master’s 2 in controlling/auditing, finance or management of humanitarian organizations or equivalent experience
  • At least 5 years’ professional experience, including NGO experience at headquarters and with partners in several countries
  • Must have experience in monitoring and managing donor grants
  • Appreciated but not required: grant management experience from the European Commission’s International Partnerships Department (DG INTPA)
  • Knowledge of the most common international financial reporting standards
  • Experience in managing multiple partners in multiple countries and working in an international environment
  • Autonomy, rigor, ability to prioritize, sense of responsibility
  • Good interpersonal skills, ability to work as part of a team AND within a small multicultural team, ability to share information fluidly
  • Excellent command of Windows and Office (Word, Excel)
  • Fluency in English and French is essential: the position involves daily oral and written exchanges in both languages. A third working language (Arabic, Yoruba, Farsi, Malay, Chinese, Spanish, Russian, etc.) appreciated but not compulsory.

Conditions :

– Status: Full-time permanent contract (CDI) under French law (Convention Collective Missions Locales et PAIO), executive status, to be filled as soon as possible.

– Remuneration: salary according to internal salary scale and experience from €2,700 to €3,700 gross per month

– Social benefits: 50% of the cost of Paris transport (or sustainable mobility package), luncheon vouchers, health insurance, provident scheme.

– Mobility: Travel in Europe and abroad planned

– Location: Montreuil (93) in an eco-place – France, flexible working conditions (telecommuting possible between 1 and 3 days a week) – shared office and prolonged sitting position.

– Visa: candidates must have the right to work in France on a full-time and long term basis before applying for this position. The World Coalition cannot support any work visa application.
