Publication of a New Guide on Working with Parliamentarians to Abolish the Death Penalty

The World Coalition Against the Death Penalty, in partnership with Parliamentarians for Global Action (PGA), has published a new how-to guide for civil society organizations (CSOs) on how to collaborate with parliamentarians to abolish the death penalty.

Produced in the context of the second phase of the project on “Contributing to the abolition of the death penalty in sub-Saharan Africa”, this guide provides useful advocacy techniques not only for organizations based in Africa, but for CSOs worldwide. Following a poll in 2018, the World Coalition Against the Death Penalty membership identified areas of capacity building, particularly in relation to advocating with allies for the abolitionist cause. Amongst these powerful allies, are parliamentarians.

As the death penalty is a fundamentally policy and legislation-based practice, the role parliamentarians play in the abolition of the death penalty should not be underestimated. In countries that have progress to make in death penalty abolition, it is usually up to parliamentarians to address, modify and repeal legislation to pave the way towards abolition. As such, learning how to work with parliamentarians for this cause is paramount. This guide is for both CSOs who have no prior experience to working with parliamentarians as it is for experienced CSOs who would value additional perspectives to their existing work.

This how-to guide should also be considered as a companion to the Parliamentarian Resource published by the World Coalition in 2014. This resource’s audience is aimed at parliamentarians instead of CSOs, to help inform parliamentarians of their options in battling capital punishment. Together these two tools, in the hands of both CSOs and parliamentarians, work harmoniously to provide extensive advocacy opportunities to end the death penalty.

Published in both French and English on 10 October 2021, the 19th World Day Against the Death Penalty, ‘How to Work with Parliamentarians for the Abolition of the Death Penalty’ is in the World Coalition’s digital library and attached to this article.

It is intended to provide some of the key arguments for abolition based on a series of case studies, showing how abolition has been achieved and is being achieved around the world. The resource also sets out the mini steps that can be taken toward abolition and some information on the development of parliamentary networks and there are a list of contacts where parliamentarians can find information and support.

While the death penalty remains, persons with mental disabilities are at risk of being sentenced to death and executed in breach of international standards. This briefing paper provides concrete examples of what can be done to address this risk, including by ensuring that all states have laws that embed international protections in their domestic legislation and by extending protection to those with [serious] mental illness not covered by existing proscriptions against executing persons affected by “insanity”.
