Call for Consultancy: Equitable and Inclusive Governance at the World Coalition Against the Death Penalty
About the World Coalition
The World Coalition Against the Death Penalty is an alliance of more than 200 NGOs, bar associations, local governments and trade unions working to strengthen the international dimension of the fight against the death penalty, with the ultimate goal of universal abolition.
The World Coalition advances this objective through advocacy with international organizations and states, international campaigns—including the World Day Against the Death Penalty—and support to national and regional abolitionist movements.
Purpose of the consultancy
The World Coalition is seeking an external consultant or consultancy team to conduct an independent and participatory assessment of its governance structures, organizational practices and power dynamics.
The consultancy will examine barriers to equitable participation and access to decision-making, including structural inequalities and post-colonial dynamics that may shape the organization’s functioning. Particular attention will be given to North/South power dynamics, representation, and the meaningful participation of members, especially organizations based in retentionist countries and the Global South.
The process will support collective reflection and the development of practical recommendations to strengthen more decentralized, inclusive, and democratic governance practices, in line with the World Coalition’s 2023–2027 Strategic Plan on governance and power-sharing.
The consultancy will contribute to strengthening transparent and accountable decision-making, trust and equitable participation across the network.
This consultancy is supported through funding from FRIO (Fonds de renforcement institutionnel et organisationnel).

Application requirements
Applicants should submit a complete proposal comprising:
Technical proposal

- Presentation of understanding of the assignment
- Description of how participatory, inclusive, and politically sensitive dimensions will be addressed
- Integration of decolonial, anti-racist and feminist principles
- Workplan and timeline
Methodological note

- Methodology for data collection, analysis, facilitation and governance diagnosis
- Approach to observation, interviews and stakeholder engagement
- Approach to analysing formal and informal power dynamics
- Safeguarding, ethical and inclusivity considerations
Financial proposal

- Detailed budget in euros, including all taxes
- Consultancy fees
- Travel and transport costs, where applicable
- Communication and accessibility costs, where applicable
Team composition and CVs

- CVs of all consultant(s) involved
- Team structure, roles and complementarity, where applicable
- Language capacities, including English and French, and other relevant languages
- Examples of relevant previous assignments or experience in governance, organisational diagnosis and/or participatory processes
Selection process
Applications will be assessed jointly by representatives of the World Coalition Secretariat, the World Coalition’s Governance and Power-Sharing Working Group, and FRIO.
The evaluation criteria and assessment grid are provided in Appendix 2 of the Terms of Reference.
