The Steering Committee is the strategy body of the World Coalition Against the Death Penalty, elected by its General Assembly every two years.
The World Coalition Against the Death Penalty is a network of NGOs, bar associations, local authorities, and unions committed to abolishing the death penalty worldwide.
Its members regularly meet in General Assembly which elects the members of the Steering Committee of the World Coalition. The Steering Committee then elects the Executive Board. Together, they develop the strategy of the World Coalition that will be implemented by the Secretariat.

The General Assembly, Where Strategy Begins
Every other year, all the members of the World Coalition meet in General Assembly to:
Adopt the financial and activity reports of the World Coalition
Adopt the next action plan and provisional budget
Define and adopt the Strategy of the World Coalition; and
The Steering Committee, Channeling Diverse Global Expertise Into Strategic Direction
Every two years, the General Assembly elects the 25 members organizations of the Steering Committee of the World Coalition Against the Death Penalty. Elected organizations then designate one representative and one alternate to represent them within the Steering Committee. Its richness lies in its balanced geographical representation and diversity of opinions and experiences.
The role of the Steering Committee is to guide the implementation of the World Coalition’s strategy. It oversees all policies and projects by approving measures related to the activities, the strategies, and administrative matters. The Steering Committee also elects the Executive Board.
To carry out its mission, the Steering Committee meets at least once a quarter, in person or online, and aims to adopt measures by consensus. It is accountable to the General Assembly to which it reports its activities.
The members of the Steering Committee are bound by several ethical principles:
The obligation to act in good faith and for the universal abolition of the death penalty
Respect of the values of diversity and inclusion
The duty of reasonable care, skill, and due diligence
The obligation not to misuse their position or any obligation gathered during their mission
The principle of voluntary disclosure and management of any conflict of interests
The duty of orientation and mentoring to fulfil their mission
In 2024, an internal analysis of the functioning of the Steering Committee was conducted to identify rooms for improvement of operations. This analysis led to the adoption of an Action Plan for improved efficiency.

“TAHR joined the Steering Committee 15 years ago with a view to leveraging its expertise on human rights fact-finding, documentation, and advocacy as well as its pro bono resources to expand the capacity of Coalition members to fight for the abolition of the death penalty worldwide.
On the Steering Committee, TAHR collaborates with the Secretariat to coordinate advocacy with UN human rights bodies and to ensure that whenever a retentionist country is coming up for review, the UN body has relevant information at its fingertips. TAHR also trains and supports Coalition members seeking to develop their skills in UN advocacy, fact-finding, and documentation, and TAHR serves on the World Day Working Group, the Membership, Advocacy, and Resolutions Subcommittees, and the Gender Working Group.”
The Executive Board, Upholding Strategic Coherence
The Executive Board of the World Coalition is elected by the Steering Committee for a two-year term. It is made up of four non-paid members who seat in an individual capacity: one president, three vice-presidents, and one treasurer.
The Executive Board meets every three weeks and reports back to the Steering Committee.
