CALL FOR PROPOSALS FOR ONLINE SIMULTANEOUS INTERPRETATION SERVICES BETWEEN FRENCH AND ENGLISH

1. CONTEXT AND BACKGROUND

The World Coalition Against the Death Penalty is an alliance of more than 200 NGOs, bar associations, local governments, and trade unions. The World Coalition aims to strengthen the international dimension of the fight against the death penalty.

Its ultimate goal is to achieve the universal abolition of the death penalty. The World Coalition works toward this goal by lobbying international organizations and states, organizing international campaigns—including the World Day Against the Death Penalty—and supporting national and regional abolitionist movements.

2. PURPOSE

The World Coalition is seeking contracts to simultaneous interpretation services remotely for virtual meetings, as well as the necessary technical resources, i.e., to also provide the virtual platform required to conduct such meetings.

In addition, the World Coalition reserves the right to request any services and/or languages other than those listed, in response to specific needs.

3. RECRUITMENT BODY

In accordance with the World Coalition’s internal procedures, the recruiting body will be, depending on the contract volume and in accordance with Article 3 on Internal Financial Control, the Steering Committee.

4. DESCRIPTION OF SERVICES TO BE PROVIDED

The World Coalition is seeking a company with international and national experience in providing online interpretation services for international and civil society organizations. The selected company must be capable of:

  1. Provide simultaneous interpretation services
    1. Primary language pair: French <=> English
  2. Offer a remote platform
    1. Suitable for connections from various countries (including locations with poor internet connectivity)
    2. With a technician present throughout the duration of the meetings
  3. Deliver high-quality work at a good value
  4. Meet the World Coalition’s communication needs.

The estimated value of the contract is EUR 20,000 over 24 months, with a minimum of one (1) two-hour (2-hour) meeting every three months. As noted above, the number of meetings and their duration will depend primarily on the scheduled meeting calendar and the funds available to cover interpretation costs.

Services are to begin in September 2026 (exact date to be determined).

5. CONTRACT TERM

The service will be provided for a period of one year from the date of contract signing, renewable. This extension will be automatic unless notice is given at least fifteen days prior to the end of the term.

The World Coalition reserves the right to terminate the contract at any time if it is not satisfied with the service provided.

6. BILLING

Invoicing will be issued in the name of: World Coalition Against the Death Penalty SIRET: 51987869800025 for the work/service performed, on a monthly basis.

The amount will vary depending on the services requested throughout the contract, subject to the World Coalition’s prior approval and the submission of an invoice by the selected bidder, specifying the actions carried out throughout the month as well as the type of service provided.

Payment will be made by bank transfer within a period not exceeding thirty days from the submission of the invoice.

7. SUBCONTRACTING

In the event that activities covered by this contract are subcontracted by the successful bidder, the successful bidder shall be liable to the World Coalition for the performance of the subcontracted natural or legal person in all areas, including service quality, deadlines, obligations related to data and information processing, and the subcontractor’s compliance with its social and tax obligations.

8. EVALUATION CRITERIA

Proposals will be evaluated based on their financial and technical aspects according to the following criteria:

Financial proposal: 60 points

Technical proposal: 40 points

For the weighting, the maximum score will be awarded, for each criterion, to the best bid in that area. The other bidders will be awarded a score proportional to the best bid.

9. SUBMISSION OF PROPOSALS

Interested parties who meet the requirements defined in these terms of reference may submit their proposals via email to The World Coalition (tenders@worldcoalition.org) by May 17 at 11:59 PM.

Interested suppliers must provide verified information demonstrating that they possess the required qualifications and relevant experience to perform these services in accordance with the evaluation criteria table presented below.

The selected company must meet the following minimum qualifications:

  1. Be duly registered in its country, with a minimum of three years of experience;
  2. Have experience and good relations with the non-profit sector and/or international organizations
  3. Interpreters must be familiar with the vocabulary of international law and human rights.

  1. SIMULTANEOUS INTERPRETATION (2 hours)
    1. 2 conference interpreters

    1. ~30 participants – 2 languages
